September 1998:
Directorio representatives undertake a speaking tour of several European capitals participating in conferences, seminars, and other events focusing on the human rights situation and nonviolent civic opposition in Cuba. Castro sympathizers attempt to disrupt the event in Barcelona.

June 1998:
The Directorio takes on international representation for the Cuban Reflection Movement, an organization founded in Central Cuba and comprised of intellectual youth leaders from Villa Clara, Cuba.

May 1998:
Sponsored by the Directorio, Alliance of Cuban Youth and Agenda Cuba, the “Agreement for Democracy in Cuba” (Acuerdo por la Democracia en Cuba) is accepted and signed by more than 60 organizations inside and outside Cuba.

March 1998:
Steps to Freedom, an annual analysis of the nonviolent civic opposition inside Cuba, is first published. Steps comprises the first attempt to systematically study the growing opposition movement.

February 1998:
The “Agreement for Democracy in Cuba” is made public.
