INTERNATIONAL AND CUBAN EXILE ORGANIZATIONS UNITE TO DENOUNCE POSSIBLE LACK OF TRANSPARENCY IN VENEZUELA’S RECALL REFERENDUM

MIAMI, June 30, 2004. International human rights groups in Latin America have joined with Cuban exile groups in support of the people of Venezuela to guarantee a recall referendum that is transparent and supervised by the appropriate international bodies.

On June 25, 2004, the National Electoral Commission in Venezuela announced the rules that will regulate the participation of international observers in the processing of the recall referendum. The Commission’s rules control the participation of international observers and their interaction with the media, thus possibly jeopardizing the recall’s transparency.

The Juventud Patriótica Dominicana (Dominican Patriotic Youth) in the Dominican Republic, Promotora Internacional de Derechos Humanos (International Organization in Promotion of Human Rights) in Mexico City, and Centro para la Apertura y el Desarrollo de América Latina (Center for the Opening and Development of Latin America) in Buenos Aires have all warned against possible foul play during the recall, along with the Unión Liberal Cubana (Cuban Liberal Union) in Madrid and the Directorio Democrático Cubano (Cuban Democratic Directorate) in Miami, both of which are Cuban exile organizations.

The current situation of the Cuban people is proof of the individual’s need to live in liberty and with fundamental human rights. The people of Venezuela have demonstrated their desire for democracy and nonviolent civic resolve to exercise their constitutional rights. It is imperative to support Venezuelans, not only for the sake of supporting democratic values in this country as a whole, but also to bring about better democratic conditions in our region.

We ask the international community, governments and institutions worldwide to support Venezuelans in their civic efforts.
